The short answer

Most of South Florida buys power from FPL, which credits solar kWh for kWh at the retail rate, and winter output stays well above North Florida's. The extra step is in Miami-Dade and Broward, where solar has to meet the High-Velocity Hurricane Zone rules of the Florida Building Code.

The High-Velocity Hurricane Zone

Miami-Dade County's permitting guide defines the High-Velocity Hurricane Zone as Miami-Dade and Broward counties. Palm Beach County is not part of it, even though it's usually counted as South Florida.

  • Inside the zone, rooftop solar follows the code's HVHZ structural sections and its HVHZ roofing sections for every roof penetration, which is why plans need wind-load and waterproofing details.
  • Mounting products used in the zone need their own Notice of Acceptance, the product approval Miami-Dade issues. Our hurricane guide explains what that covers.
  • Your installer handles the engineering and permit, but ask early whether the racking they plan to use is approved for the HVHZ.

FPL's $30 minimum base bill sets the floor for an FPL home with solar, while Homestead and Lake Worth Beach have fixed charges of about $13. Lake Worth Beach sets its export credit by City resolution, so check the current one; Homestead pays avoided cost only on power left over after your own use.

Who serves each county

The U.S. Energy Information Administration's 2024 utility survey lists these electric utilities in each county this guide covers. Some serve only a small part of a county, so your bill is the only sure answer for your address.

Miami isn't the sunniest city on the list over a whole year, but its winter output holds up: about 117 kWh per kW in January and 110 in December, against 106 and 92 in Jacksonville. Fort Myers and Tampa are close to Miami in winter. With almost no heating season, a South Florida bill is mostly air conditioning, which lines up with the sunny months.

Local rebates

The City of Boynton Beach's Energy Edge program offers a $1,500 solar rebate to building owners within city limits, first come until the funds run out. The federal 30 percent home solar credit ended for systems finished after December 31, 2025; our incentives guide covers what's left statewide.

What is the High-Velocity Hurricane Zone?
